Domestic Content - M2 Submission Package and required photosets

The checklist below reflects Skylight Lending complete internal review process for M1s under Domestic Content qualifications.

Partners must demonstrate that a submitted installation qualifies through three main methods:

  • System Details - Manufacturer Part Numbers
  • Project Invoice or Bill of Materials
  • Installation Photos
 

The Skylight Lending team has developed a calculator to assist in verifying whether a set of selected parts qualifies for Domestic Content pricing. This tool is designed to complement the Skylight Lending Domestic Content Eligible Equipment list, located in Section D of the Domestic Content-Installer Guide, for material planning and purchasing.

System Details

Manufacturer part numbers included in the installation package

Ensure that the correct part numbers are selected for all Domestic Content-qualified components, such as panels, inverters & optimizers, racking, and batteries, as applicable.

Invoice / Bill of Materials (BOM)

For acceptance, the submitted document must include:

  • Project Name and/or Address
  • Domestic Content part numbers listed on the Skylight Lending AVL
  • Parts that match the installation photos and portal inputs provided

Additionally, one of the following is required:

  • Project-level invoice from the distributor
  • OR -
  • BOM document (e.g., from internal tools) and an itemized third-party distributor bulk invoice

Installation Photos

Photos must clearly display the relevant part number, manufacturer markings, labeling, or other indicators confirming domestic content eligibility.

For Panels, Inverters, Optimizers, and Batteries, the required photos are similar to the standard M1 submittals found here.

If racking parts are used to meet Domestic Content eligibility, multiple new racking photos are required. These will vary depending on the manufacturer and parts used, but must include both:

  • Racking packaging (e.g., rail bundles or box labels)
  • Markings on individual parts (e.g., mill or extrusion marks on rails, clamps, etc.)
 
 
 

Manufacturer Part Numbers
Make sure to enter the correct part numbers for all Domestic Content qualified components, such as Panels, Inverters & Optimizers, Racking, and Batteries, as applicable.

For Panels, Inverters, Optimizers, and Batteries, there are no changes to the inputs.

New Racking Requirements for Domestic Content Projects:
It is now required to select the mounting hardware and enter racking part numbers corresponding to the

correct manufacturer. Partners must input any Domestic Content qualified parts from the following categories (Non-Domestic Content parts do NOT need to be entered) under the PV System section:

  • Rail
  • Fastener - Attachment
  • Fastener - Clamp
  • Fastener - Other
